The Russian Federation continues to accumulate aviation equipment and intensify special forces on the territory of the Republic of Belarus. More than 50 planes, 10 helicopters and 2 An-124 planes are concentrated at Machulishchi airfield. Transport planes are constantly taking off from Baranovichi and Machulishchi airfields in the direction of Ukraine. The Belarusian command has brought some of its units into combat readiness.
Conducting an offensive operation in Ukraine, the Russian occupiers use methods of war prohibited by international humanitarian law: seize social infrastructure, wear the uniform of the Ukrainian military, police and State emergency Service, sabotage special forces use ambulances and police cars stolen from hospitals and ambulance car stations; terrorists occupy children’s camps and schools, enemy artillery and MLRS are deployed on sports grounds.
Three ambulances with conditional markings of invaders were recently spotted in Kyiv. In the Genichesk district of the Kherson region, the Russian occupiers deployed MSTA-C artillery units in residential buildings.
A line is moving in the direction of Makariv — Kyiv, and the enemy has placed children and women on the armored vehicles to cover them.
However, the moral and psychological condition of the occupying forces is low. Near Koryukivka in the Chernihiv region, conscripts of the Russian Armed Forces are ready to lay down their arms and surrender.
Hundreds of disabled armored vehicles and tanks have been abandoned all over Ukraine.
As of 18:00, the loss of enemy personnel amounted to about 4,500 people. Destroyed and damaged aircraft — 27 units (to be specified), helicopters — 26 units, tanks — about 150, CAC — more than 700 units, guns — about 50, one SAM BUK, MLRS BM-21 Grad — 4, 60 fuel tanks, 2 UAVs operational-tactical level, ships, boats — 2 units.
The calculation is complicated by the high intensity of hostilities.

Russian armoured company has been destroyed by an Armed Forces of Ukraine unit in the vicinity of Pryluky (Chernihiv region). Both the company and its personnel have been destroyed. Russian occupiers also suffer great casualties in the area of Kyiv.

Air Force Command of Ukraine’s Armed Forces

The occupiers continue shelling in almost all directions of the front line.
The Air Force opposes the aggressor both in the sky and on the ground. The aviation garrison in Vasylkiv (Kyiv region) is heroically defending itself, withstanding massive shelling and enemy attacks. Air Force soldiers bravely repel the aggressor in other cities and military garrisons.
During the current day, our air forces flew missiles and bomb strikes at six columns of military equipment of the occupiers.
Su-25 aircraft in pairs and units attacked and destroyed columns of enemy vehicles in the Kherson and Chernihiv regions.
Bomber aircraft continued the combat work of attack aircraft on ground targets. Su-24M destroyed columns of enemy vehicles in Kyiv, Zhytomyr, Chernihiv and Zaporizhia.
Enemy’s Ka-52 helicopter and Orlan-10 drone were shot down by anti-aircraft missile units.
The crew of the Bayraktar TB2 drone performed high-accuracy strike on the SAM Buk-M1 column with a corrected aerial bomb.

Russia continues to fire on residential areas, kindergartens, hospitals and other infrastructure — civilians are killed. During the four days of the war in Ukraine, 16 children were killed. Doctors operate around the clock.
Media representatives also are under fire, during live reports from the scenes of action and hot spots. A journalist and a photographer working for the Danish newspaper Ekstra Bladet were injured when their car was under fire in Okhtyrka district of Sumy Region.
In Mariupol, the Ukrainian military covered up Russia’s technical intelligence group. They had Russian passports and a specific task — to follow the mood of the locals and incite them to promote the Russian occupation, persuading citizens to put marks on civilian buildings, without explaining that eventually these houses will be fired upon.
Deputy Minister of Internal Affairs Meri Akopyan had a phone conversation with EU Commissioner for Home Affairs Ylva Johansson during which she informed on the current situation in the country. She stressed that Ukraine is under constant threat from the side of Belarus. Aerial forces, artillery, ballistic rockets, tanks, ARPs, ground troops and so on are moving aggressively from the territory of Belarus.
They also discussed the situation regarding the border with the European countries. It was decided to expand the number of checkpoints on the border with Poland — there will be two additional pedestrian crossings for all who want to get from Ukraine to the EU.

A pre-trial investigation on the death of two civilians in the Sumy region has been launched. The actions of the occupants are qualified under Part 2 of Article 438 of the Criminal Code of Ukraine — violation of the laws and customs of war.
According to the investigation, on February 25, 2022, in the town of Trostianets at about 10 a.m. the military of the Russian Armed Forces fired at a passenger car in which a local resident was traveling. The 60-year-old man was killed.
At 5 p.m. the occupants shot the car in which a 35-year-old man was returning home. He was fatally wounded.
Prosecutors of Sumy region continue to document all the crimes committed by the RF on Ukrainian territory.

The Saltivsky district Prosecutor’s Office in Kharkiv is conducting procedural guidance of criminal proceedings for violation of laws and customs of war (part 2 of Art. 438 of the Criminal Code of Ukraine).
A pre-trial investigation established that on February 26, at about 9 p.m., using an unspecified type of weapon shelling of a multi-story residential building at 40A Buchma Street in Kharkiv was carried out.
As a result of the shelling, seven floors of the first entrance of the building and apartments from the 4th to 7th floors were damaged.
Two people were taken to hospital by ambulance from the scene and the body of one victim was found under the rubble of the house. Data on the other victims are being established.
Prosecutors of the Kharkiv Regional Prosecutor’s Office are taking all possible measures to properly document war crimes by the Russian Federation military to ensure the inevitability of punishment for everyone involved.

The diplomats expressed their readiness to engage in a dialogue with the International Criminal Court, which is examining the situation in Ukraine. We are collecting all evidence of the aggression of the Russian Federation, war crimes, crimes against peace and violations of international law that are currently taking place on our soil so that we can start trials in all possible jurisdictions.
We will be assisted in this by the best international war crimes experts and military analysts. We discussed this with the U.S. State Department the day before, and we have already heard from Christine Quinn today that the first experts are ready to begin their work.
EU ambassador Matti Maasikas also said that the EU is ready to provide the best specialists in international law. Representatives of international non-governmental organizations will also be involved in this important process.
We need victories on all fronts. Bringing war criminals who unleashed bloodshed in Ukraine to justice is justice on the legal front.

Ukraine’s power system will not return to synchronous operation with Russian and Belarusian networks, said Minister of Energy of Ukraine Herman Halushchenko.
On February 24, when Russia launched a military invasion of Ukraine, our power system began tests in isolated operation mode, which is one of the final stages of preparation for synchronization with ENTSO-E. During these three days, February 24-26, the autonomous operation of the Ukrainian power system was successful, showed high reliability and ability to work in isolation. The Minister noted we could not afford to integrate with the power systems of the invaders who started the war against our homeland.
Therefore, Ministry of Energy of Ukraine issued a regulation to refuse reintegration into power systems of Russia and Belarus. Minister of Energy of Ukraine Herman Halushchenko stated that Ukraine would turn to its European partners in order to promptly synchronize its power system with ENTSO-E of mainland Europe.

After three full days of operating in isolated mode and under military attacks, Ukraine’s energy system is operating stably. The frequency is maintained at 50 Hz, the actual amount of reserves is provided.
On 27 February, the night minimum power consumption lasted from 2:00 to 3:00 at 11.5 GW, after that increasing began.
Morning peak of consumption fell at 9:00 and amounted to 13.8 GW.
As of 11:00, the power consumption in the power system was 13.6 GW.
9 out of 15 units operate at nuclear power plants. Unit №1 of Zaporizhzhya NPP was put into scheduled repair, power units №5 and №6 were put into cold reserve. In total, three power units were put into cold reserve at the NPP and three — for scheduled repairs. The total load of large thermal power plants at 11:00 is 3.83 GW.

PJSC Donetskoblgaz keeps operating despite extremely difficult conditions and military activities in the area of operation. In Toretsk 150 mm medium pressure cable is broken. No gas supply at the boiler house, 12 apartment blocks are cut off from heat. Shelling is currently abating. The colleagues have a plan to resume work of the boiler house. From 27 February, LLC “Gas Supply Company “Naftogaz Trading” has commenced natural gas supply for the heating enterprises, budget institutions and religious organisations which were cut off or should have been cut off from fuel supply under the contract due to the debts. The decision is made to support consumers in martial-law-status period.
The supplier has enough resources of gas to supply consumers. Inter alia, in February, LLC “Gas Supply Company “Naftogaz Trading” uses gas volumes imported by National Joint Stock Company “Naftogaz of Ukraine” from Poland, Slovakia and Hungary. The company is planned to receive natural gas from the same directions in March.
JSC Ukrgasvydobuvannya keeps producing gas at all its facilities, except for those located near the contact line.
JSC Ukrspectransgaz is operating meeting all the requirements of martial law status.
JSC Ukrtransgaz and SC Ukrtransnafta keep operating as normal.
Offices and services of LLC “Gas supply company “Naftogaz Trading” and Limited Liability Company “Gas supply company “Naftogaz of Ukraine” are operating as normal performing work on the acceptance and transmission of gas to contractors and processing requests from the household customer.
Novoyavorivsk and Novyi Rozdil CHPs (Lviv region) managed by LLC “Naftogaz Teplo” are operating as normal. Heat and hot water are supplied to all consumers. Novoyavorivsk power grids and Novyi Rozdil power grids are supplying electricity to all consumers.
OJSC “Kirovohradgaz” is operating as normal without contingencies.

Ukraine considers it unacceptable to continue Russia’s presence in UNESCO. We expect that the Ukrainian side will receive an answer and a decision on this issue as soon as possible.
The Minister of Culture and Information Policy of Ukraine Oleksandr Tkachenko appealed to UNESCO to deprive Russia of the status of a member of UNESCO and change the host country of the 45th session of the World Heritage Committee.
Since 2014, the Russian Federation has been systematically violating international humanitarian law and international conventions on the protection of cultural heritage, in particular on the Crimean peninsula. Its actions have already damaged the ancient World Heritage-listed city of Tavria Chersonesos, the Bakhchisaray Palace of the Crimean Khans, which is on the tentative list, and other cultural heritage sites.

Kyiv is setting up a coordinating humanitarian headquarters to provide food and basic necessities to those in need.
«Today, the Kyiv Humanitarian Headquarters has been established in the city to contact those who need help and those who can provide it,” said Valentyn Mondryivskyi, Deputy Head of the Kyiv City State Administration.
An electronic platform will be launched tomorrow, on the basis of which businesses will be able to provide information about their available resources and Kyiv residents will be able to announce their needs. All this information will be systematized for effective communication and distribution of essentials goods.
The Deputy Head of the Kyiv City State Administration stressed that the city is very grateful to business and volunteers for their help and support from Kyiv. The city also expects humanitarian aid from international humanitarian organizations, partner cities of Kyiv from democratic countries.
Many inhabitants of the city are in shelters in the subway. The situation there is controlled by fighters of the Territorial Defence and by the Armed Forces of Ukraine. Together with subway workers, they shape people’s needs for basic necessities: food, medicine, warm clothes and so on.
The curfew in the capital continues. Civilians must be at home or in shelters until 08:00 on February 28 (Monday). The further curfew plans will be announced on Monday, February 28.
