An important element is a permission to use long-range weapons, which allows Ukraine to defend its territory and attack key enemy targets, even in Russia. Zelenskyy especially emphasizes the importance of support from countries such as the United States, Great Britain, Germany and Italy, which play a leading role in strengthening Ukraine’s defense capabilities.
The second important element is Ukraine’s role in the global security architecture. It is about Ukraine’s integration into international structures such as NATO and the European Union, which would ensure long-term stability in the region. Zelenskyy emphasizes the need to strengthen Ukraine’s international influence in the global security system in order to prevent further aggressive actions by Russia.
A key role in the victory plan is played by strong support from allies. Ukraine’s international partners must not only continue, but also increase military, financial and humanitarian assistance. It means the supply of modern weapons, such as tanks and aircraft, which would allow Ukraine to maintain defense and counterattack the aggressor.
The fourth element is economic support and recovery. After the end of the war, Ukraine will need significant resources to restore the destroyed infrastructure and economy. Rebuilding cities, industry, and improving the lives of Ukrainians will be the main tasks in the post-war period. International assistance programs are already being developed to ensure the sustainability and development of the Ukrainian economy in the future.

The Victory Plan is closely related to the Peace Formula presented by President Volodymyr Zelenskyy. This initiative has already received huge international support and has become an important step towards a just and lasting peace. The first Summit dedicated to this Peace Formula took place in June 2024 in Switzerland, where representatives of 101 countries took part. The Summit was a significant milestone in the restoration of peace in Ukraine. During the meeting, key issues such as nuclear safety, food security, as well as the release of prisoners of war and deported citizens were discussed. The Summit participants expressed full support for the territorial integrity of Ukraine, emphasizing the importance of restoring international order on a legal basis.
As a result, 94 countries reaffirmed their commitment to the UN Charter and the principles of international law by a joint communiqué. The Victory Plan is a logical continuation of the Peace Formula and is aimed at achieving not only a military victory, but also a just peace that will restore international order and security in the region.
Zelenskyy made it clear that without the West ‘s active support, especially the United States, Great Britain, Germany and Italy, the Victory Plan would be difficult to implement. Ukraine needs permission to use long-range weapons against legitimate military targets in the Russian Federation and increased military assistance to enable Kyiv to effectively defend its territories and return the occupied regions. This is not just a fight for Ukraine, but for the security of all of Europe and NATO, which underlines the global nature of the conflict and its implications for international stability.
